Water Supply Reserve Account - Grant Application Form
Form Revised May 2007
The amount SMR is requesting for these rehabilitation and multiple use saidies,
S191,700 is more than offset by the high value tii, hich accrues to Colorado fom this
Project: conducting a multi-use enlaigenient inventory of these assets, creating
additional storage, converting a seepage problem into a thriving fishery, stabilising flotirs
to doirnstreani users, and expanding riparian habitats for irildlife. The economic value of
the many forms of recreation provided by our 1rildlife heritage are provided in
Attachment H.
s. The water activity is complementary to or assists in the implementation of other CWCB
programs.
This mater activity is another beneficiary of the Rio Grande Roundtable 's efforts to
provide technical assistance and funding support to its members, assisting thein in
planning and funding projects tinhich might othenrise be beyond their scope. Although
not directly related to each other, each project benefits fi°om the Roundtable 's collective
irisdom, quite often sharing technical advice and expertise across onr° network.
Improving the Santa Maria and Continental reservoirs is related through this netirork,
to other SB 179 projects such as the Colorado Rio Grande Restoration Foundation,
irhich is pursuing Conservation Reserve Enhancement Program status, supported by SB
179 fiords. The Rio Grande Heachraters Land Thist, boosted by S200, 000 basin funds
and S1.3Mi11ion Statehands in the SB 179 program, tirent on to receive LOCO funds of
S7.5Million. The San Luis Valley Irrigation District is completing a nndti-use
enlargement study of the Rio Grande Reservoir, tirith goals venv similar to this project's
(See letter from Randall K. Pahngren in Attachment F). The deterioration of reser mirs
and spillirays, imposed limitations on storage, and outlet inechanisms that are past their
usefid life are problems this project shares frith Terrace Reservoir and Platoro
Reservoir, tirith both of them in the process of seeking CWCB assistance at this trine.
Erosion, river channel braiding, bankfaihires, and deteriorating irrigation structures
are problems cured by a recent (-'W(-'B-funded project by the Romero Irrigation
Company and Gnadahipe Main Ditch Company. Another eras the San Luis Valley
Resource Conservation & Development project on the Alamosa River for the Alamosa
River Watershed Restoration Foundation. Upcoming projects to CWCB mill include
proposals from Alamosa Riverkeepers and Terrace Irrigation Company to upgrade
Teri-ace Reser, mir, and a riparian stabilisation project by the Colorado Rio Grande
Restoration Foundation.
t. The water activity helps support the State's economic vitality and competitiveness in
national and international markets.
Recent statistics froin SL VDevelopment Resources Group list agriculture as a main
driver of the economy of the San Lnis Valley, representing S143,63 7, 000, or 37.9 percent
of the Valley's base industry income. Tourism accounts foi° S43,508, 000, or IL 5 percent
of base industry incoine. Agriculture and tonrism receive inajor benefits from this
Project. By performing the necessary studies to restore the integrity of the System, this
15
