water Supply Reserve Account -Gram Application Farm <br />Form Revis?cl May ?Q?7 <br />?. Describe how the water activity meets these Threshold Criteria. <br />l . The water activity meets the eligibility requirements outlined in Part 2 of the Criteria and <br />Guidelines. <br />The proposed project is eligible as an analysis of non consumptive water activities. The <br />proj ect is designed to identify and assess wetlands that are indicators of water quality and <br />quantity. It is well documented that wetlands make important contributions to the health of <br />aquatic systems by purifying water, f ltering runoff, abating floods, and decreasing erosion. <br />?n addition, wetlands provide habitat for countless numbers of plants and animals. This <br />project is designed to identify and assess the ecolagical condition or integrity of North Platte <br />watershed by measuring wetlands' structure, composition, and function. <br />2. The water activity is consistent with Section 37-75-102 Colorado Revised Statutes. The <br />requirementsllanguage from the statute is provided in Part 3 of the Criteria and Guidelines. <br />The results from the proposed project do not imply any legal significance. Surveys will take <br />place on private lands only with written permission of the landowner. The wetlands <br />surveyed will be mapped based on ecological criteria, not jurisdictional criteria as defined <br />by US Army Corps of Engineers. <br />3. The water activity underwent an evaluation and approval process and was approved by the <br />Basin Roundtable ?BRT} and the application includes a description of the results of the <br />BRTs evaluatian and approval of the activity. At a minimum, the description must include <br />the level of agreement reached by the roundtable, including any minority opinions} if there <br />was not general agreement for the activity. The description must also include reasons why <br />general agreement was not reached cif it was not}, including who opposed the activity and <br />why they opposed it. Note- If this information is included in the letter from the roundtable <br />chair simply reference that letter. <br />See letter from Kent Crowder, Chairman of North Platte Basin Round Table <br />4. The water activity meets the provisions of Section 37-75-104(2), Colorado Revised Statutes. <br />The requirements/language from the statute is provided in Part 3 of the Criteria and <br />Guidelines. <br />This praject is designed to provide the Roundtable with necessary data to support the non- <br />consumptive needs assessment and to "conserve, develop, protect, and manage Colorado's <br />waters". The project will identify and assess the health of the North Platte's watershed as <br />indicated by the condition of its wetlands. Survey areas will be priariti2ed by the Roundtable, <br />with a focus on private lands. The final results will provide a classification and assessment of <br />the watershed's wetlands <br />4
