Water Supply Reserve Account -Grant Application Form <br />Form Revised May 2007 <br />3. For Applications that include a request for funds from the Statewide Account, describe how the water activity <br />meets the Evaluation Criteria. See Part 3 of Criteria and Guidelines. <br />Promoting Collaboration and Cooperation <br />a) The proposal addresses multiple issues: forest health, fuels reduction, forest management, <br />mountain pine beetle epidemic, all in a water quantity and quality context. <br />b}The proposal promotes collaboration in forest and water management activities between the <br />US Forest Service, Colorado State Forest Service, and basin interests statewide where beetle <br />infestation is occurring and management strategies are needed. <br />c) Without the funding, the proposed research will not be completed. The North Platte <br />Roundtable portion of the proposal provides partial funding, but the work cannot be completed <br />without entire funding. Separate budgets are attached. <br />Facilitating Water Activity Implementation <br />d) The beetle epidemic is happening now. Sound management tools and decisions are needed <br />to effectively manage affected forests. The proposed research is extremely timely and each <br />season lost means less effective management and mitigation of the beetle impact. <br />f) The applicants are all recognized experts in the fields of research and management covered <br />in the proposal. <br />g} Matching support in the form of in-kind contributions are substantial in salaries, instruments, <br />equipment and vehicles needed to complete the proposed research. <br />5
