For Applications that include a request for funds from the Statewide Account, describe how the water activity <br />meets the Evaluation Criteria. See Part 3 of Criteria and Guidelines. <br />The Lake San Cristobal Outlet Modification Project would meet the Evaluation Criteria for receiving <br />statewide funds in the following manner: <br />Promoting Collaboration and Cooperation: <br />a. The LSCOMP would address both consumptive and nonconsumptive uses in the Lake Fork <br />drainage. Releases from Lake San Cristobal would augment out-of-priority depletions during periods <br />of downstream calls. These releases would have the added benefit of supplementing stream flows <br />through the reach of CWCB's Lake Fork Instream Flow right. <br />b. The LSCOMP is jointly sponsored by three local governmental agencies: Hinsdale County, <br />the Town of Lake City and the Upper Gunnison River Water Conservancy District. <br />Facilitating Water Activity Implementation: <br />c. Funding from the Statewide Account is necessary for this project to move forward. The funds <br />would be used to develop a final design that can be presented to our constituents prior to <br />expenditure of local funds for construction. <br />f. The County, Town and District have the technical and financial means to complete the LSCOMP. <br />The UGRWCD has experience in developing basin-wide plans of augmentation to utilize the storage <br />gained by this project. <br />Meeting Water Management Goals and Objectives and Identified Water Needs <br />j. This project would help address the gap between watersupply and demand in the Gunnison Basin <br />as identified in SWSI. <br />m and n. The LSCOMP will mimic the historic operation of Lake San Cristobal but provide dominion <br />and control over the stored water, thereby providing new water for the Lake Fork of the Gunnison. <br />The Water Activity Addresses Issues of Statewide Value <br />o. This project meets recreational and environmental needs in the basin by providing supplemental <br />stream flows during periods of call. <br />p. Storage in Lake San Cristobal helps the State of Colorado develop its Colorado River Compact <br />entitlement. <br />s. Releases from Lake San Cristobal will enhance the two Instream Flow rights on the Lake Fork of <br />the Gunnison River held by the CWCB. <br />5
