Attach additional sheet(s) if needed. <br />Threshold Criteria <br />No. l -Meets Eli ig bility Requirements: Yes <br />No.2 -Consistent w/ 37-75-102 C.R.S.: Yes, protects water rights <br />No.3 -Basin Roundtable Approval: Pending <br />No.4 -Meets provisions of 37-75-104 (2?(c C.R.S.: Yes, meets identified needs <br />Evaluation Criteria <br />A. -Addresses Multiple Needs: Yes, the project is intended to provide water for domestic, <br />irrigation and environmental purposes in a coordinated manner. <br />B. -Collaboration of Consumptive and Non-Consumptive Interests: Yes, the project is intended to <br />provide water for traditional consumptive uses as well as instream uses, in a collaborative and <br />coordinated manner. <br />C. -Need for Funding: West Divide does not have funds allocated to fully implement this project <br />in 2008. A cooperative landowner is currently interested in pursuing this project. Any delay in <br />project implementation may adversely affect the viability of this project. <br />D. -Urgency of Need: About 20 residential water users in the Crystal River watershed no longer <br />have a reliable legal water supply. This project is needed to firm these residential water supplies <br />and to prevent injury to senior water rights. <br />E. -Len h of Time: This feasibility study can be completed in 2008, with construction planned <br />for 2009. <br />F. -Available Expertise: Nest Divide has constructed, operated and managed storage reservoirs, <br />pipelines and pump facilities. <br />G. - Matching I In-Kind Funds: The District proposes to provide $15,000 of matching funds. <br />H. - Other Funding: The sponsoring entity has a demonstrated need for financial assistance. <br />L - Completes a Needs Assessment: NIA <br />J. -Meets SWSI Ob'ectl Ives: Yes, the project meets all nine SWSI objectives. <br />K. -Promotes Efficiency and Conservation: NIA <br />L. - Existing Conservation Plan: Yes <br />M. -Make New Water Available for Use: Yes, the project will store and deliver stream flow that is <br />currently undeveloped. <br />N. - Existing Facilities: N/A <br />0. -Sustains Agriculture and Environmental Needs: Yes, the project is intended to supply water <br />for irrigation and instream flow uses. <br />P. - Utilization of State Water: The project will promote the use of Compact entitled water. <br />Q. - T & E Species: N/A <br />R. -High Level of Benefit: Yes, the project will provide valuable water supplies to an area where <br />no additional watersupplies currently exist. <br />S. -Other CWCB Pro r,? ams: Yes, the project is intended to enhance instream flows in the Crystal <br />River. <br />T. -Promotes Economic Vitality: Yes <br />9
