Meets Environmental Needs <br />The discharge of membrane concentrate to surface water bodies is frequently constrained bv_ in-stream <br />standard established under the Clean Water Act. Even when the discharge is permitted, membrane <br />concentrate adds additional contaminant burdens to those water bodies. ZLD systems provide <br />environmental benefits by reducing contaminants loads in water bodies that would otherwise receive <br />discharge and removing these contaminants from the water cycle. <br />P. Recovery of Threatened SI)ecies <br />Not applicable <br />Provides a High Level ofBenefit to Colorado <br />Through the use of matching funds and in-kind services, the MTW is proposing a prograin that highly <br />leverages the use of state funds. Disposal of membrane concentrate is a stateiside issue. Membrane <br />treatment is in use or under consideration in all Basis in Colorado. The program will not only benefit <br />the pilot utilities of Brighton and La Junta_ but provides statewide benefits to any utility using or <br />considering membrane treatment. <br />Relationship to Other CWCB Programs <br />A planned test of ZLD technologies by East Cherry Creek Valley Water and Sanitation District (ECCV) <br />has been funded by the CWCB. The project proposed by the MTW in this application builds on <br />information gathered by the ECCV pilot. While the ECCV pilot is a valuable start, the objectives of <br />that pilot test are focused on the nurnediate needs of ECCV.
