Colo 0
University
July 1, 2008
Mr. Todd Doherty
Interstate Water Management Development Section
Colorado Water Conservation Board
1580 Logan Street, Suite 600
Denver, Colorado 80203
Department of Civil and Environmental Engineering
Fort Collins, Colorado 80523-13 72
(970)491-5048
httpa/www.engr.colostate.edu/depts/ce
Re: Colorado State University Application to CWCB Water Supply Reserve Account
Dear Mr. Doherty:
We are pleased to submit our grant application to the 2008 Water Supply Reserve Account entitled "Geospatial
Decision Support System for Integrated Water Management in Colorado's Arkansas River Basin." The
Arkansas River GeoDSS that we propose in our application is designed for fully integrated, basin-wide water
resources management over the entire Arkansas River drainage in Colorado. Geo-spatially integrated water
quantity and quality models of surface and groundwater resources, as constrained by legal and administrative
requirements, will be applied to issues that are of concern to multiple interests and stakeholders in the Basin. An
underlying aim is to provide water users and agencies with a database and computational tools that will assist
them to better steward the waters of the Arkansas River from the headwaters to the Colorado-Kansas line.
Per a letter to you from Chairman Gary Barber dated June 18 2008, our application has been approved by
consensus of the Arkansas Basin Roundtable. Moreover, it is being sponsored by all four water conservancy
districts within the Arkansas River Basin.
Concerns expressed by the Roundtable included the need for us to coordinate our effort with the recently-
announced undertaking by CWCB to move forward with the development of a DSS for the Arkansas River
Basin under the CDSS project. We welcome the opportunity to begin a dialogue with appropriate personnel at
CWCB regarding such collaboration. We will be contacting you and others regarding arranging a meeting
soon. In the meantime, please let us know of any questions or concerns that you may have. Thank you.
Sincerely,
Timothy K. Gates
Professor
?? `,s??s
John W.
