Water Supply Reserve Account - Grant and Loan Program <br />Water Activity Summary Sheet <br />Applicant: Town of Yampa <br />Water Activity Name: Town of Yampa Water Facilities Plan and Storage Tank Upgrades <br />Amount Requested: $61,062 <br />Source of Funds: $61,062 (Yampa/White Basin Account) <br />Matching Funds: $15,626 <br />Water Activity Purpose: Study or analysis of structural/consumptive water project or activity <br />County: Routt <br />Drainage Basin: Yampa River <br />Water Sources: Tributary to Yampa River <br />Staff Recommendation <br />Staff recommends approval of up to $61,062 from the Yampa/White Basin to help fund the Town of Yampa <br />Water Facilities Plan and Storage Tank Upgrades contingent on resolution of the item in the issues/additional <br />needs section. <br />Water Activity Summary: <br />The Town of Yampa is located in the upper Yampa River Basin at the base of the Flattop Mountains in Routt <br />County Colorado. The town of approximately 500 people lies between the I-70 corridor and Steamboat <br />Springs near the headwaters of the Yampa River, close to the divide between the Yampa and Colorado <br />Basins. The town is surrounded largely by agricultural land, primarily ranching, and also serves as railroad <br />facilities for the Union Pacific. The Town is beginning to feel growth pressures from both the Vail Valley to <br />the South and Steamboat Springs area to the North. This proposal will give the Town a complete picture of <br />its current water rights, status of its current water infrastructure, address identified storage needs, and make <br />recommendations on how to deal with legal, engineering and financial water issues associated with growth in <br />the near to medium term. <br />The funds sought in this grant proposal are to bring a study completed in 1981 up to date with current state of <br />practice in the water industry, realities of growth pressures, water issues in the Yampa Valley, and to design <br />a treated water storage tank to meet the needs of residences now and in the near future. Pressures on small <br />communities such as Yampa include economic ones that funding from the Roundtable can help address, at <br />least with respect to water issues. The Town of Yampa needs to evaluate its water supply in a way to insure <br />all the components, from water rights to delivery systems work together to insure its future viability. This <br />grant will help the Town of Yampa plan for and move toward a resilient water future. <br />Threshold and Evaluation Criteria <br />The application/project meets all four Threshold Criteria. No Statewide fiends are being requested, therefore <br />the evaluation criteria does not apply.
