Threshold and Evaluation Criteria <br />The project meets the Basin Threshold Criteria because it improves a facility that delivers water to the users <br />in the basin. The project was approved unanimously approved by a quorum of roundtable members on June <br />10, 2008. <br />The statewide benefit of this project is it helps preserve agricultural in the region and ensure both the quantity <br />and the quality of water in the Conejos by the safe and proper regulation of flows from the Reservoir. The <br />Reservoir provides storage of Rio Grande Compact water. The project supports multiple uses identified by the <br />SWSI study and consumptive and non-consumptive needs of the Rio Grande Basin and thereofore meets the <br />Evaluation Criteria for Statewide funding. <br />Discussion: <br />WSRA funding for this project will be specifically utilized for the engineering and construction of the <br />butterfly valve replacement. The District has hired a professional team to accomplish the work and will be <br />able to re-evaluate repair options once the existing butterfly valves and nozzles are removed. <br />Michael J Sullivan, Division Engineer, Division 3 has stated his support for the project "Platoro is a very <br />important reservoir on the Conejos river system for all consumptive and nonconsumptive uses. The public is <br />deeply invested in this facility, so the use of public funds to keep it in good repair makes good sense. The <br />proper functioning of Platoro Reservoir plays a critical role in ensuring that Colorado will continue to meet <br />its obligations to the Rio Grande Compact." <br />Issues/Additional Needs: <br />Applicant will provide a detailed breakdown of the engineering estimates and a standalone Scope of Work <br />for the requested funding for the Butterfly Valve Replacement portion of the project. <br />Staff Recommendation: <br />The application is well prepared and the proposed project helps address a critical water supply need in the <br />Rio Grande Basin. Staff recommends approval of up to $50,000 from the Rio Grande Basin Account and <br />$200,000 from the Statewide Account to help fiend the Platoro Reservoir Restoration project contingent on <br />resolution of the item in the issues/additional needs section. <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platform. <br />2
