Threshold and Evaluation Criteria <br />The project meets the threshold criteria because it studies the potential for improving the delivery of water in <br />a more efficient manner. The project was unanimously approved by a quorum of roundtable members on <br />July 9, 2008. <br />Discussion: <br />The results of this project may provide Summit with ways to improve efficiencies and recommend capital <br />improvements or provide an understanding of the benefits of a merger. The review of this application also <br />shows that the applicant does not have a mechanism to pay for additional phase of this project without re- <br />applying to the WSRA Statewide account. A preliminary review of the Projects eligibility for statewide <br />funding indicates that the application falls short of meeting the statewide funding evaluation criteria. <br />Approval of this funding request shall be limited to this phase only. Additional phases will require a <br />complete review of the application to determine if request meets the statewide funding criteria. Phase 1 <br />funding approval should in no way indicate that future statewide funding is supported by CWCB staff <br />Issues/Additional Needs: <br />Applicant shall submit a Scope of Work and engineering cost in a complete and final form to be used in <br />setting up the State Purchase Order <br />Staff Recommendation: <br />The application is well prepared and the proposed project helps address needs within the Southwest Basin. <br />Staff recommends approval of up to $39,300 from the Southwest Basin Account to help complete Phase 1 of <br />the MVIC - Summit Irrigation Company Feasibility Study contingent on resolution of the item in the <br />issues/additional needs section. <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platform. <br />2
