Water Supply Reserve Account - Grant and Loan Program <br />Water Activity Summary Sheet <br />Applicant: City of Greeley <br />Amount Requested: $101,740 <br />Water Activity Name: Halligan Seaman Water Management Project: Share Vision Planning Model <br />Source of Funds: South Platte Basin Account - $25,435; Statewide Account - $76,305 <br />Matching Funds: $271,109 ($212,066 cash match and $59,043 in-kind) <br />Water Activity Purpose: Study or analysis of a structural project and nonstructural activity <br />County: Weld and Larimer <br />Drainage Basin: South Platte <br />Water Source: The North Fork and mainstream of Cache la Poudre River <br />Staff Recommendation <br />The application is well prepared and the proposed project furthers the South Platte Basins Roundtable's <br />needs assessment. It helps addresses a critical water supply need in the basin and supports the <br />implementation of an important IPP. Staff recommends approval of up to $101,740, $25,435 from the South <br />Platte Basin Account and $76,305 from the Statewide Account contingent on resolution of the item in the <br />issues/additional needs section. <br />Water Activity Summary: <br />Alplicaw <br />The City of Greeley Water and Sewer Department is a 120-person enterprise fund which provides water and sewer <br />services to the 94,000 citizens of the City. The Director reports to the City Manager. The Water and Sewer Board is <br />appointed by City Council to five year terms. The Board acts as a board of directors to the Department and is <br />authorized by City Charter to set the minimum water and sewer rates needed to provide for operations and <br />maintenance, debt service, and depreciation. <br />The Applicant will serve as the Contracting Entity for this project. However, the applicant represents multiple <br />partners who are committed to the Shared Vision Planning process and who will be contributing to the proposed <br />scope of work. Partners include City of Fort Collins, City of Greeley, North Poudre Irrigation Company, William <br />Werick of Werick Creative Solutions, LLC, The Nature Conservancy, Colorado State University, and Louis <br />Rozaklis of AMEC Earth & Environmental Inc. <br />Overview of the Water Activity <br />Shared Vision Planning (SVP) is a collaborative stakeholder process intended to bring about a more effective <br />permitting process for water projects. The Shared Vision Planning Model will incorporate operational, <br />hydrologic, water rights, flow recommendations, as well as criteria for ecological and biological components <br />into a river flow regime in order to fully assess reservoir operations alternatives in the context of the required <br />NEPA permitting process. If successful, SVP could become a model for other water projects in the United <br />States.
