The study consists of 3 tasks:
1. Data Acquisition and Site Reconnaissance
2. Assessment of Opportunities and Challenges
3. Conceptual Design for Study Area
Thf e4wld and Evaluation Criteria
The application articulates how the project meets all four Threshold Criteria.
Fitndh,g Ovetvieir
Grant funding in the amount of $150,000 is being requested from the Metro Account. Funding from the
WSRA constitutes 100% of the project cost.
Discussion:
The Metro Basin Roundtable (BRT) has determined that conducting the South Platte River Recreation and
Habitat Feasibility Study is an important element in the Metro BRT's basin nonconsumptive needs
assessment. This proposed project complements the Metro and South Platte Basin Roundtable's (BRTs)
Nonconsumptive Needs Assessment. The Metro and South Platte BRTs are currently identifying
environmental and recreational attributes such as Greenways, Public Fish Areas, Flatwater and Whitewater
Boating, Riparian Habitat Areas, Waterfowl Hunting, and Threatened and Endangered Species. Any
improvements recommended as part of the feasibility study would be based on maintaining or improving
these attributes. This project is an example of the types of implementation projects that are expected as a
result of conducting the BRTs' Nonconsumptive Needs Assessment.
Issues/Additional Needs:
As the applicant states, this project is an example of an implementation tool for the nonconsumptive needs
assessment. The applicant also states that any improvements recommended as part of the feasibility study
would be based on maintaining or improving nonconsumptive attributes prioritized by the Metro and South
Platte Roundtables. Please include coordination with the Metro and South Platte Roundtable's
Nonconsumptive Subcommittees in the Scope of Work.
Staff Recommendation:
The proposed project furthers the Metro Roundtable's needs assessment and helps addresses one of Metro
area's significant nonconsumptive needs. Staff recommends approval of up to $150,000 from the Metro
Account contingent on resolution of the item in the issues/additional needs section.
All products, data and information developed as a result of this grant must be provided to CWCB in hard
copy and electronic format as part of the project documentation. This information will in turn be made
widely available to Basin Roundtables and the general public and will help promote the development of a
common technical platform.
2
