Water Supply Reserve Account - Grant and Loan Program <br />Water Activity Summary Sheet <br />Applicant: Colorado State University <br />Water Activity Name: Data Collection in Arkansas River Basin <br />Amount Requested: Original Request - $1,650,700, Amended - $875,000 <br />Source of Funds: $100,000 (Arkansas Basin Account) and $775,000 (Statewide Account) <br />Matching Funds: Unknown <br />Water Activity Purpose: Structural or non-structural water project or activity <br />County: Multiple throughout Arkansas Basin <br />Drainage Basin: Arkansas River <br />Water Source: Arkansas River <br />Staff Recommendation <br />The revised application is well prepared and the proposed project furthers the Arkansas Basin Roundtable's <br />needs assessment. It also helps address a critical water resource issue within the basin. The applicant has <br />estimated a three year timeframe and $875,000 for the amended scope of work. Staff recommends funding <br />the first two years of the project in the amount of $600,000; $100,000 from the Arkansas Basin Account and <br />$500,000 from the Statewide Account to help fund the Data Collection in the Arkansas River Basin project <br />contingent on resolution of the item in the issues/additional needs section. <br />Water Activity Summary: <br />The data-focused objectives of this project are: <br />(1) Assess the need for data to adequately characterize and model the stream-aquifer system of the Arkansas River Basin in <br />Colorado with a view toward improved water management, <br />(2) Identify' and compile existing data, <br />(3) Gather selected new data in representative regions of the Arkansas River Basin, <br />(4) Develop a database for collected data with access to selected data through a GIS-based web page, <br />(5) Conduct a descriptive analysis of data gathered under this project, and <br />(6) Prepare a synthesis of existing and gathered data and recommendations for enhanced and expanded data collection for <br />system characterization and model support. <br />Threshold and Evaluation Criteria <br />This application meets the threshold and evaluation criteria by 1) providing technical studies, assistance and <br />analysis of water quality issues within the Arkansas River Basin. This data collection and analysis will <br />potentially be used when the Arkansas Decision Support System is implemented in the near future, 2) is <br />consistent with Section 37-75-102 C.R.S. 3) going through the Arkansas BRT approval process and 4) meets <br />the provisions in 37-75-104 (2) (c), C.R.S.
