This project will facilitate the construction of one or more small off-channel reservoirs on the Sewell <br />Property. The project's primary and cooperative water supply objectives are: <br />1. Develop in-basin augmentation water supplies. <br />2. Provide supplemental late season irrigation water for use on the Sewell Property. <br />3. Develop in-basin augmentation supplies for potential future West Divide customers. <br />4. Provide water for instream flow maintenance of the Crystal River. <br />Threshold and Evaluation Criteria <br />The project meets the Threshold Criteria because it studies potential development of water for an identified <br />need in Basin. The project was approved by a 19-4 vote of roundtable members on May 19, 2008. The <br />Dissenters felt that the project only benefits a small group of people and that the project "causes land use <br />issues for Pitkin County" <br />Discussion: <br />The project helps address an IPP from SWSI - augmentation issues in the Crystal River drainage. The study <br />will help increase storage and develop augmentation supplies. The application does not address the question <br />of how the Company will pay for improvements identified in study. <br />Issues/Additional Needs: <br />Applicant shall submit a Scope of Work and engineering cost in a complete and final form to be used in <br />setting up the State Purchase Order <br />If the Company has developed preliminary financing mechanisms to pay for improvements identified in the <br />study, please provide details. <br />Staff Recommendation: <br />The application is well prepared and the proposed project furthers the Colorado River Basin Roundtable's <br />water supply needs in the basin. Staff recommends approval of up to $40,000 from the Colorado River Basin <br />Account to help fund the Feasibility and Design Assessment of Off-Channel Reservoir Sites in the Crystal <br />River Watershed contingent on resolution of the item in the issues/additional needs section. <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platform. <br />2
