<br />the Pikes Peak Area Council of Governments (PPACG), F&~, and the
<br />study contractor on September 19, 1980. The purpose of this meeting
<br />was to discuss the nature of the study, the scope and limits of
<br />work, and available flood information concerning the study area.
<br />
<br />During the course of work by the study contractor, hydrologic and
<br />hydraulic information was obtained from the FEMA, COE, U.S. Soil
<br />Conservation Service (SCS), CWCB, PPACG, El Paso County Land Use
<br />Department, local municipalities, engineering firms, land developers,
<br />utilities and private citizens.

<br />The results of the study were reviewed at a final community coordi-
<br />nation meeting held on January 23, 1984, and attended by the repre-
<br />sentatives of the study contractor, FEMA, CWCB, and El Paso County.
<br />All problems raised at that meeting have been resolved in this
<br />study.

<br />2.0 AREA STUDIED
<br />
<br />2.1 Scope of Study
<br />
<br />This Flood Insurance Study covers the unincorporated area of El
<br />Paso County, Colorado. The area of study is shown on the Vicinity
<br />Map (Figure 1).
<br />
<br />Areas excluded from this study were the U.S. Air Force Academy and
<br />F~rt Carson Military Reservation~ the Cities of Fountain, Manitou
<br />Springs, and Colorado Springs~ and the Towns of Palmer Lake, Green
<br />Mountain Falls, Ramah, Monument and Calhan.

<br />Floods caused by overflow from Cottonwood Creek, Dry Creek, Fountain
<br />Cree~, Upper Fountain Creek, Jimmy Camp Creek, Corral Tributary to
<br />J:~my Camp Creek, East Tributary Ji~~y Camp Creek, Franceville
<br />T~ib~tary to Jimmy Camp Creek, Mines Subtributary to Corral ~ribu-
<br />tary, Kettle Creek, Monument Creek, Monume~t Creek Tributary, Peter-
<br />son Field Drainage, Pine Creek, Sand Creek, Sand Creek Center Tribu-
<br />ta:y, Sand Creek East Fork, Sand Creek East For~ Subtributary,
<br />Securi~y Creek, Spring Creek, Templeton Gap Floodway, Widefield
<br />Creek, and Windmill Gulch were studied in detail.
<br />
<br />Flood plains were delineated throughout El Paso Coan~y including
<br />the unincorporated communities of Chipita Park, Cascade, Security,
<br />and Wide~ie:~. Also, the Fountain Creek flood plains were delin-
<br />0~ted witti~ Pi~e National Forest boundaries between Green Mou~~ain
<br />Fa:ls and Y,ani~o~ Springs. F:ood plains of Mon~IT;en~, Pine, ar.d
<br />Kettle Creeks were not delineated wit~in the boundaries of the
<br />U.S. rtir Farce Acade~y.
