Timeline/Calendar: Preliminary calendar <br />established. The Colorado BRT may set certain <br />meetings in which Basin Fund proposals are <br />considered so there may be comparisons between <br />applications. <br />Process: Preliminary calendar established (see <br />above). The Colorado BRT has developed a one-page <br />Grant Request Summary Sheet for applicants to fill <br />out (see Figure 2). The Colorado BRT has also <br />established a subcommittee (led by Karl Hanlon) to <br />develop standard procedures as follows: <br />• Grant requests are discussed at a Colorado BRT <br />meeting 2 months before they are due to be <br />submitted to the CWCB. The application is <br />prepared in the same format that is submitted <br />to the CWCB, and it is circulated by e-mail to <br />Colorado BRT members prior to the meeting. <br />Colorado BRT members have an opportunity to <br />ask questions and flesh out the proposal at the <br />Colorado BRT meeting. <br />• Grant requests are voted upon at the next <br />Colorado BRT meeting, one month before they <br />are due to be submitted to the CWCB. <br />Presenters have a chance to report back on the <br />questions asked at the prior meeting and to <br />answer any additional questions. <br />• The grant request specifies if it is to be taken <br />from the CWCB general grant funds, or from the <br />Colorado Basin account. <br />• Grant requests follow guidelines that were put <br />together by a subcommittee. <br />• A grant review committee reviews the grant <br />submitted and provides any additional <br />questions. This group usually meets in the <br />morning before the first grant presentation. <br />• It takes a 2/3 vote by the Colorado BRT <br />members to approve a grant request out of <br />either account. Colorado BRT members that <br />vote against a proposal are asked to specify <br />their objections, and these objections are <br />forwarded to the CWCB. Written ballots are <br />cast. The ballots, and the responses on the <br />nays, while not public are not secret either. <br />Colorado BRT members write their names and <br />affiliation on the ballot, and those are kept in <br />the Permanent Record. <br />• The ballots are publicly tabulated. <br />• At each Colorado BRT meeting at which we vote <br />on grant requests, a report on the funds <br />previously disbursed and the funds remaining in <br />the Colorado Basin account is provided to the <br />members. <br />• Successful grant recipients report on the grant <br />progress at each Colorado BRT meeting. <br />Communication o f Round table Approval: The results <br />of the Colorado BRT's consideration of WSRA <br />applications are communicated via a cover letter <br />from the chairperson. <br />[Project Description] <br />Circle one or both: BASIN / STATEWIDE <br />Cri teria Yes No <br />I.
