The fact of the matter is that Colorado <br />State is an educationaC institution, not a private consulting firm. rind it does not operate on <br />a time and materials basis in the same manner as consultants. ~i~ ;lie Cl~'CB rnae• be more <br />accustor:]ed to dealing with consultants, we have tried to Confoma to the C'~~'CB <br />requirements as best as possible but there are simply some practices that an educational <br />universih• has that :.an not conform to }•our standard practices with private consultants. <br />"Chat noes rot, however. diminish the accountability on the part of Colorado State. To the <br />contrarc. the CS~'CB should be proud to partner with the prerzier state institution that <br />should be at the forefront of trying to solve the problem o:f alternative a~~riculturai <br />irrigation methods to presen•e agriculture «-hile still mawing some consumpti•~•e use .eater <br />available for municipal and industrial use. <br />Tn conctasion. we believe that the staffs review of the P~'vSD application has <br />COllvOluted the intent of the alternative agricultural water transfer methods program and <br />turned the positives of the project into neuatives. 1'Ve also believe that this is the most <br />important projecu before the Ct~'CB for funding, as do alt of the legislators that signed the <br />4larch 31 letter urging your approval of funding for this stuu}• (copy attached). ~Ve <br />would encourage. the Board to consider the contents of this letter and approve funding for <br />the .joint Colorado StatelPl~'SD study.
