Staff further recommends that they be directed to continue working with the ALP beneficiaries to
address the water right administration issues. Finally, staff recommends that it be directed to
continue to work with the ALP beneficiaries with the goal of opting into Association at the time
the State decides to buy all or a portion of its ALP water allocation.
