NFEDERAL AND INTERSTATEN <br />U.S.-MEXICO CORE GROUP -The U.S.-Mexico Core group continues to meet to develop bi- <br />national support for projects related to conservation, the environment, new water sources, and system <br />operations. Commissioner Marin, of the International Boundary Waters Commission, and his Mexican <br />counterpart, Commissioner Herrera, have exchanged letters and terms of reference that will serve as the <br />ground rules for this bi-national process. The bi-national Core group has formed four workgroups <br />associated with each of the four topic areas, identified above, and the workgroups will be meeting for the <br />first time on May 15 and May 16 in Tijuana, Mexico. (Ted Kowalski) <br />BOB HIRSCH RETURNING TO RESEARCH -After leading the USGS water science programs <br />and serving as part of the bureau's senior leadership for 14 years, Bob Hirsch has chosen to transition <br />back to full-time research. His leadership contributed to the development and success of several USGS <br />national water programs and services, including the National Streamflow Information Program (NSIP), <br />the National Water-Quality Assessment Program (NAWQA), the Global Change Hydrology Program, <br />and the National Water Information System Web (NWISWeb). <br />Effective May 12, Bob will transition to the National Research Program to re-dedicate himself to <br />advancing the science on critical issues of climate change and long-term trends in water resources. Bob <br />plans to explore the topic of trends in extreme stream flow conditions (floods and droughts) and their <br />relationship to climate change and to other changes on the landscape. <br />He received the 2006 American Water Resources Association's William C. Ackermann Medal for <br />Excellence in Water Management, and has twice been conferred the rank of Meritorious Senior Executive <br />by the President of the United States. He is a co-author of the textbook "Statistical Methods in Water <br />Resources." Bob is a Fellow of the American Association for the Advancement of Science, and for the <br />past 5 years has served as co-chair of the Subcommittee on Water Availability and Quality of the <br />Committee on Environment and Natural Resources of the National Science and Technology Council. <br />(Randy Seaholrn) <br />GLASER NAMED REGIONAL DIRECTOR FOR BUREAU OF RECLAMATION - <br />Commissioner Robert W. Johnson announced the selection of Donald R. Glaser as Mid-Pacific Regional <br />Director for the U.S. Bureau of Reclamation. Glaser will serve in Sacramento, California. (Randy <br />Seaholm~ <br />BAJA LEADER CALLS PROJECTS FOR ENERGY, WATER CRUCIAL -Projects in <br />water conservation and renewable energy will be key to Baja California's development in the coming <br />years, Gov. Jose Guadalupe Osuna Millan said in a speech delivered at the University of California San <br />Diego. <br />The rise in violent crimes "is an important inhibitor" to investment, Osuna said, but added that news <br />reports exaggerated the problem, especially in Tijuana. Osuna, who was sworn in as governor in <br />December, said that several foreign manufacturing companies have increased their operations in the state. <br />4 ~ <br />
