instream flow study jointly developed and conducted by Xcel, its consultant, the USFS and the CDOW <br />("the Delphi Report") was issued on July 9, 2007. <br />The USFS has deemed the Report sufficient to serve as substantial evidence to support internal USFS <br />analysis of ongoing environmental effects and identification of commensurate mitigation. On February <br />29, 20008, representatives of the USFS, DNR and CWCB met to discuss several issues, including <br />Tacoma Power Plant relicensing process. CWCB and DNR staff, USFS staff, and representatives of Xcel <br />Energy and the Southwestern Water Conservation District met on March 6, 2008 to discuss issues related <br />to the Tacoma PLP, and have been meeting on a regular basis to develop mutually acceptable approaches <br />to meet the USFS statutory requirements of maintaining ecological functions on the Forest. The San Juan <br />Citizens Alliance has recently begun to participate in the process. The discussions have been positive and <br />are scheduled to continue on an accelerated basis with the goal of reaching agreement on an approach in <br />time for Xcel Energy to incorporate that approach into its license application, which is due June 15. <br />(Linda Bassi) <br />AGENCY UPDATES <br />WEATHER MODIFICATION RESEARCH REPORTS IN ~VRIC -The USBR and NOAA <br />have led most all of the research in the field of weather modification in the United States in the last 50 <br />years. The last federal weather modification research program was called the Weather Damage <br />Mitigation Program and the CWCB leverage $1 OOK in funds to model Denver Water's 53 cloud seeding <br />generator program in 2003-043. All of the WDMP funding ended in 2003 with all the work being <br />completed in 2006. The last four USBR weather modification researchers retired in the last three years <br />and in November 2007 the CWCB requested their reports for the Water Resource Information Center <br />(WRIC) to capture the history of the United States' large scale experiments in this field. The CWCB has <br />developed the nation's first and only online weather modification research and reports library. <br />ARIZONA JOINS NAIWMC -CWCB staff member Joe Busto is the current chair of the North <br />American Interstate Weather Modification Council and received a letter from Larry Dozier of the Central <br />Arizona WCD in April 2008 requesting the NAIWMC members come to Arizona. At the Apri12008 <br />meeting in Westminster, Colorado we voted to meet with water officials and university representatives in <br />October about the development of an Arizona led cloud seeding program. This program would likely be <br />dominated by aerial rain augmentation with possibly some opportunities for ground based snow <br />augmentation. The Central Arizona WCD already participates in funding wintertime cloud seeding in the <br />upper basin states of Wyoming, Utah, and Colorado. It is believed the NAIWMC members can develop a <br />balanced perspective to assist Arizona in determining the needs for initial feasibility and design work to <br />implementing an operational program. (Joe Busto) <br />STATE AND DIVISION ENGINEERS ANNUAL MEETING - On April 23, CWCB staff <br />members attended the State and Division Engineers Annual Meeting in Lakewood, Colorado. Director <br />Jennifer Gimbel provided an update on CWCB activities to the Engineers, and Linda Bassi gave a <br />presentation on the Board's 2008 new ISF appropriations, potential 2009 new ISF appropriations, the ISF <br />Acquisition Program, and ISF related legislation in 2008.
