a. Background. "Diverse Communities making Beneficial Use of All Available Water" <br />Geography of the basin and seiuor rights, storage and diversions. <br />b. Data was missing for several towns in SWSI - Paonia, Hotchkiss, Orchard City, others? <br />c. Agricultural, Municipal and Recreational water all important to the basin. <br />d. Coal mining is a major economic engine in the basin, particularly in the North Fork basin. <br />Direct water use in Coal production is 1200 of per year. <br />e. Hydro power is also important from the Aspinall Uiut. <br />f. Current challenges: Black Canyon water quantification - 300 cfs minimum, with 1300 to <br />14,000 cfs shoulder flows over 85 days. Endangered species in the lower basin -need larger <br />flows to create a more natural flow regime. This could be a huge challenge for the basin in <br />dry years. The Bureau of Reclamation will try to provide peak flows for both the Black <br />Canyon and the Endangered Species at the same time using water from the Aspinall Unit <br />(and without flooding Delta). <br />g. Long term challenges: Growth -they anticipate needing an additional 15,000 of missed by <br />SWSL Colorado Compact allotments and remainder. Climate change (disturbance). <br />h. Lane Wyatt asked about Non-Consumptive Use Needs assessment. It is being done <br />"painfiilly". Mapping is trying to concentrate on areas with multiple use attributes. No <br />attempt being made yet to quantify needs. <br />i. Louis Meyer asked if folks were on the same page in the discussions or were there challenges <br />witlun the Roundtable? Non-Consumptive Use Needs presented the greatest differences and <br />challenges. <br />j. Greg Trainor noted that as our water supply decreases our view of the watershed increases. <br />13. Future meetings: In August the follcs who conducted the "Mapping of the Colorado Basin <br />Roundtable's Water Policy Networks" survey will be back to report. In September it was <br />suggested that the BLM provide a report on the Oil Shale PEIS. The Energy Sub-Committee <br />will also report in September.
