trees in the vegetation understory tend to absorb water that the beetle-killed pines would have <br />used, and there was not much additional water yield. Within even-aged stands without <br />significant understory, increased water yields were observed. Aspect, slope, elevation, <br />watershed position, and climate metrics were not able to predict water yield changes. <br />9. Report from Energy Subcommittee -Greg Trainor reported that the committee is reviewing a <br />draft report on energy development water usage, and it will be reported to the CBRT in July. <br />10. Report from Nonconsumptive Needs Assessment Subcommittee -Lane Wyatt reported that <br />the NCNA subcommittee needs more feedback on river stretches. <br />11. Eastern Slope roundtables request to meet with the CBRT and other Western Slope <br />roundtables. The four West Slope roundtables agree that it is a good idea to tallc. Eric Hecox <br />will find a room and make arrangements. Three or four representatives from each Roundtable <br />will attend, and decide on the agenda. This is not an IBCC function. <br />12. Harris Sherman, Executive Director of the Colorado Department of Natural Resources, <br />discussed the IBCC process and requested CBRT members to address lus question, What do we <br />want Colorado to look like in 50 years? <br />a. Colorado is transitioning from an era of undeveloped water to an era where all water has <br />been developed and is being shared and traded. <br />b. Growth: Colorado's population is predicted to double in 40 years, from 4.5 million currently <br />to 7 million in 2030 and 9 million in 2050. <br />The Arkansas Basin Roundtable met in May and discussed sharing agricultural water with <br />urban areas, and agricultural and muiucipal and industrial conservation. These are win-win <br />approaches. <br />d. Harris Sherman was the main proponent of Colorado's Instream Flow program in 1970s, the <br />nation's first such program. He emphasized the importance of non-consumptive uses. <br />He concluded by requesting Roundtable members to comment on the IBCC/Roundtable <br />process. Louis Meyer, Garfield County's representative to the CBRT, mentioned that when <br />he talks to local Rotary groups about technical water issues like the Shoshone call or the <br />1992 Colorado River Compact, he often loses the audience. But when asked what they'd like <br />Colorado to look like in 50 years, audiences are quick to respond that they do not want <br />agriculture to dry up, and they are concerned about drying up Western Colorado streams to <br />support Front Range growth and congestion. <br />13. New CWCB Director Jennifer Gimbel was introduced. Jennifer Gimbel formerly was an <br />attorney with the Wyoming and then the Colorado Attorney General where she worked on water, <br />natural resource, and environmental issues. The CWCB met in Glenwood Springs for 2 days <br />after the May CBRT Roundtable meeting, and the agenda included flood task force, agricultural <br />grants, and discussion of Water Supply Reserve Account grants. Jennifer described new CWCB <br />board appointees: <br />a.
