IBCC Colorado River Basin <br />Minutes of Meeting on March 24, 2008 <br />Educational Outreach Committee Report on Town Hall Meetings <br />Colorado Basin Roundtable Nonconsumptive Needs Committee Update and <br />Recommendations for Pilot Projects <br />Overview of the Colorado Institute of Public Policy's Survey Results for the Colorado <br />Basin <br />1. Next Meeting: Monday, April 28, 2008, Glenwood Springs Commuiuty Recreation <br />Center, l :00pm to 4:OOpm. <br />2. Approve February 25, 2008 Meeting Minutes: The motion to approve the nunutes <br />passed unaiumously, without any changes. <br />3. Reporter: These minutes were prepared by Rose Ann Sullivan, 970-920-5073, <br />roseanns~co.pitl~in.co.us. <br />4. Upcoming Meetings: The May meeting will be held on May 19t1i (due to Memorial <br />Day). This week coincides with the CWCB meeting in Glenwood Springs (May 20-21). <br />The May 19ti' meeting will likely include a 1-hour presentation on SWSI II and how it <br />incorporates in a Basin Needs Assessment. <br />5. IBCC Meeting Update: Wayne Vanderschuere updated attendees on the last IBCC <br />Meeting at which Harris Sherman's memorandum on "L is~ioy~s~ for Colo~•ado 's~ Water <br />Supply Ftrta~re "was discussed for nearly 6 hours. IBCC members' responses will <br />probably be posted on the IBCC website. IBCC members' observations included the <br />following: <br />i. The state is transitioiung from water development to water management; <br />ii. All regions of the state are coiulected (econonucally, morally, etc.); <br />iii. Water availability is not our sole problem/solution - we need to look for other <br />answers; <br />iv. We need to integrate water issues with other issues (e.g., rural healthcare <br />availability); and <br />v. Should the State play abigger/broader role in addressing water issues - as <br />California has done? <br />Responses to Harris Sherman's memorandum will be compiled and reviewed again. The <br />next IBCC meeting is May 15, 2008. <br />John Redifer informed attendees that the Harris Sherman memorandum was also <br />discussed at the last CWCB Meeting. He believes it is important to ask the question, <br />"How do we create an atmosphere that erzcozrrages cooperation?" This question is at the <br />heart of all of our major issues -whether it's (a) East Slope vs. West Slope, (b) Upper <br />Basin vs. Lower Basin on Compact Issues, or (c) Consumptive vs. Nonconsumptive <br />Needs. He also feels that there is a bigger issue here. It is a Southwestern U. S. issue - <br />
