North Platte Basin Roundtable 06.17.2008 2
Kent C: This roundtable gave Kelly the initial encouragement to go ahead with the
project
Carl T: maybe even some of the other basins (whose area is included in the study or
otherwise), the burden of funding may be shifted to other basins as well.
John Rich: will this study add more to the previous studies that have been done?
Rob H: given the uncertainty of some of the variables, it's premature to make a
predictive statement based on the former studies. We don't lalow how much of the forest
is going to get wiped out. The study being in North Park, we have a chance for some
long term studies. We want to continue to work up here and monitor this, and in the end
we will have some pretty good answers. We have to be responsible about the answers
we re giving.
Barb V: If the roundtable were to aslc this applicant to modify the proposal to ask more
of the budget from the state, can they still meet the CWCB deadline
Kent C: I don't la7ow, I thii~lc that would be up to the roundtable
Carl T: I thii~lc it would be difficult
Kent C: We as a roundtable encouraged this research, it's a N. Platte research project,
and I am comfortable with the way it is presented
Carl T: Is the state forest going to hold up a certain process to get value from the timber?
Brook L: it's going to be a balance. We're not going to hold up the research if we can't
get value for the timber.
Rob H: we want it to be a "real world" treatment
Carl T: I just want to be assured that the test plots won't be held up for stumpage fees,
etc.
Rick W: how much do you plan on cutting?
Rob H: we will have 5 hectare areas in a unit. we are goi~lg to take whatever is going to
be cut, which will be Brook's decision, and from what gets cut we are going to select
candidate sites out of that.
Rick W: are you going to continue after the 5 years?
Rob H: we want to set up long term plots, but that will depend on fiinding. We are going
to try to link everything with water quality monitoring that is already going on. The long
term is important.
Kent C: if a fire goes through the plots, you have to start over, right?
Rob H: yep, and we have a history of taking an unexpected event that happens to the
plots and studying it.
Kent C: does anyone want to address what Barbara brought up; are we too dependent on
the basin funding side?
Jim B: we ought to leave it the way it is
(Consensus around to leave it as presented):
$212,000 from the Basin Account
$164,000 from the State Account
Carl T: there is still a possibility that some other basin could reimburse us down the
road, for some of our expenses on this project.
Motion made by Rick Wyatt to vote, Seconded by Ty Wattenberg.
Official voting action by the roundtable:
