North Platte Roundtable Meeting Minutes 02-26-08 <br />Parks District USFS Conference Room, 3-5 p.m. <br />Minutes submitted by Carol Amerine <br />Members/Guests Present <br />Mike Allnutt <br />Jim Baller <br />Barbara Vasquez <br />Kent Crowder <br />Hal Hagen <br />David Meyring <br />Dirk Ramsey <br />Jolu7 Rich <br />Pete Conovitz <br />Amt Timberman <br />Kincaid Waldron <br />Mike Hohnholz <br />Jolu1 Rich made a motion to approve the minutes of 01-16-08, Jim Baller seconded the <br />motion and was approved by the members present. <br />Kent opened the meeting for review of the North Platte Basin Guidelines and Criteria <br />used in evaluating Water Supply Reserve Account Funding Applications submitted to <br />Roundtable for approval Kent indicated that there was apparently some confusion on <br />which specific evaluation criteria should be used to evaluate Basin Account applications <br />and which criteria would be used to evaluate Statewide Account applications. Kent <br />thought the North Platte Basin Roundtable had decided to use the criteria and guidelines <br />that had been developed jointly by the Colorado Water Conservation Board and the IBCC <br />with the addition of "Other North Platte Basin-Specific Criteria" and a rai~lcing system of <br />1=weak to 3=excellent. If our North Platte Basin evaluation guidelines and criteria <br />follow the CWCB/IBCC guidelines and criteria, Basin Account applications only need to <br />meet the Threshold Criteria and Statewide Account applications must also meet <br />Threshold Criteria and are further evaluated utilizing the Evaluation Criteria in the <br />CWCB/IBCC guidelines and criteria. Basin Account applicants do not have to indicate <br />in their grant application how their proposed project would meet the CWCB/IBCC <br />Evaluation Criteria, and for our Roundtable to use these additional Evaluation Criteria as <br />a determining factor of whether a Basin Account application should be funded may cause <br />problems. The additional Evaluation Criteria could probably be used as a general <br />evaluation guide, but should not result in a drop-dead denial of an application because it <br />did not meet one of the additional Evaluation Criteria such as "Demonstrated need for <br />funding." Copies of the revised North Platte Basin Roundtable Water Supply Reserve <br />Account Grant Criteria were handed out to Roundtable members for review. This draft <br />will be further discussed at the next Roundtable meeting following members' review. <br />The Draft of the North Platte Basin Roundtable Grant Application Deadlines was also <br />handed out for members' review.
