Since 2005, the Reservoir has been restricted to gauge height (GH) 10.0 (341 AF of storage)
due to seepage problems. The repairs completed through this Project will allow for full storage to
GH 12.4. This will increase the storage by 150 AF to a total storage of 491 AF and will allow the
Borrower to continue to provide irrigation water to it~ shareholders.

Approximately 400 feet of the embankment was not repaired with the previous improvements made
in 1993 and 2001. When the Reservoir level is greater than GH 10.0, seepage can be seen along the
downstream toe of this section. For this reason, the SEO has placed the Reservoir on a fill
restriction. Additionally, the upstream face of the dam (in the non-recompacted section) does not
have riprap protection. A portion of that section has also experienced settlement issues. The
Borrower intends to address all ofthese issues with the rehabilitation and bring the Reservoir back
to its full capacity.
