<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Purpose <br /> <br />The purpose of this feasibility study is to provide information demonstrating the San Luis <br />Valley Water Conservancy District' s (District) need for a loan and its ability to repay <br />such a loan. The loan will be used to purchase additional water rights through its Water <br />Activity Enterprise for inclusion in its water augmentation program. <br /> <br />The District operates a Water Augmentation Program within a portion of the San Luis <br />Valley and the upper Rio Grande Basin in Colorado. The Program provides <br />augmentation water primarily to residential and commercial water users and was begun in <br />::1:1984 with Water Court approval ofa plan for augmentation in Case No. 84CW16. <br />Since approval of the first case, augmentation water has been added to the Program <br />through subsequent Case Nos. 94CW62, 03CW41 and 05CW13. Case NO.07CW63 has <br />been submitted to Water Court and approval is expected soon. <br /> <br />The District was organized pursuant to the Water Conservancy Act, Colorado Revised <br />Statutes 937-45-101, on November 14, 1949 by District Court in Alamo sa. The District <br />included the cities of Alamo sa, Monte Vista, Del Norte, Center and Hooper and a <br />patchwork of farm and ranch land that had petitioned into the new District. The District's <br />initial purpose was to construct a reservoir on the Rio Grande, and the preferred site was <br />at Wagon Wheel Gap. The reservoir was never built. <br /> <br />Because of disagreements concerning the location of a new reservoir and other problems, <br />the District languished until the 1980's. In January 1984, the District Board of Directors <br />decided to expand the boundaries and focus on establishing a central Augmentation <br />Program. Revenue to the District consists ofa current ad valorem tax of 0.483 mils and <br />income from augmentation water sales and maintenance fees. <br /> <br />After 1984, in addition to operating its Augmentation Program, the District has been <br />sponsor for several studies funded largely by grants from the Colorado Water <br />Conservation Board. These studies have included Rio Grande Water Supply Study <br />(Potential Reservoir Sites), San Luis Valley Confined Aquifer Study, Groundwater <br />Recharge and Management Study and Rio Grande Headwaters Restoration Study. <br />Work on the Rio Grande Restoration Project continues with funding through Federal <br />grant programs and from local government and private entities. <br /> <br />After enactment in 1993 ofthe Water Activities - Enterprise Status Act, 9937-45.1-101 <br />et seq., the District established such an Enterprise to facilitate the acquisition of <br />augmentation water for its Augmentation Program and to fulfill the purposes of the Act <br />as set forth in 937-45.1-101 (1). <br /> <br />E01662 <br /> <br />3 <br /> <br />fN~ SINCE jJ~W1$ <br />....... :tii:. 1948 "'''''''''"J"'''''I"'')J'''J"'' <br />~""'''~ """,.,"J"".s:"'~'"",, <br />/h) 'r ~ Q~__. ~:g;1}j:jt:~" :I~t:. <br />
