In 2005, the
District received approximately 90% of
the water historically produced by their
main water right on the Pine Creek I
Wemininuche Transmountain Ditch. A
portion of this water was stored to meet
future augmentation obligations.

In 2005 maintenance work was
continued on the Pine River I
Weminuche Transmountain Ditch. This
was the second year of a multi-year
program to repair and upgrade the ditch
to raise the capacity of the Ditch to
handle the associated water rights.

The District continued to seek additional
opportunities to acquire suitable water
rights.

RtO GRANDE HEADWATERS
RESTORATION PROJECT

In 2005, the Project was again
supported by the District, which
provided management and
administrative support, and by a
donation from the Rio Grande Water
Conservation District.

In 2004, the Project was a recipient of a

i
1"
i

$150,000.00 EPA 319, Non~Point
Source grant for riparian restoration on
a portion of the Rio Grande. This work
commenced in 2005 in collaboration
with the Monte Vista, Colorado, Office of
the Natural Resources and
Conservation Service (NRCS), and
involved a cost share program with over
15 landowners. The Project received
funding of $10,000.00 from the Colorado
Watershed Protection Fund, and
$7,500.00 of Severance Taxes through
the Colorado Water Conservation
Board, to begin a Strategic Watershed
Restoration Study, covering the river
from its headwaters to the Colorado I
New Mexico state line. Additional
funding was sought from the EPA's 319
Watershed Planning Grant Program and
in early 2005, the Project was awarded
$25,000 to complete the planned Study.
The Study commenced in 2005 and will
be completed in 2006. In late 2004, the
Colorado Rio Grande Restoration
Foundation was fonned as a non-profit
501 ( c) 3 corporatio n with the 90a I of
increasing the opportunities for funding
for the Project. The District made the
decision to relinquish its financial control
of the Project to the Foundation,
effective December 31, 2004.

President: Robert Felmlee, Center CO,
Vice-President Frank.
