July 29, 2008 <br />Ms. Tammie Petrone <br />CWCB, Office of Water Conservation and Drought Planning <br />Grants Coordinator <br />1313 Sherman, Room 721 <br />Denver, CO 80203 <br />RE: Transmittal of 50% Complete Progress Report -Water Conservation Planning Grant <br />Dear Tammie, <br />Please consider this Pagosa Area Water and Sanitation District's 50% project report <br />prepared in accordance with the Water Conservation Planning Grant requirements. The <br />report provides information on the steps completed thus far, those issues encountered and <br />discussion on moving forward with completion of the plan. <br />Project Steps Completed <br />Since the issuance of Purchase Order # OE PDA 08000000104, signifying the award of <br />the grant from CWCB, PAWSD and its consultant Great Western Institute and other <br />subcontractors have been able to complete Tasks 1 through 5. Significant efforts are also <br />underway on Tasks 6 and 7. With the groundwork established regarding the success of <br />existing conservation measures as well as the necessary data on the District's existing <br />water customers, we now have the necessary information to forecast demands, review <br />future capital facilities needed and identify savings potential with the implementation of <br />additional conservation methods. <br />Project Highlights <br />The level of community participation in the planning process has certainly been a <br />highlight of the project thus far. Specific industries, County and Town representatives as <br />well as members of the community at large were invited to contribute and their <br />excitement and level of commitment has been very beneficial and will positively affect <br />the final plan. <br />Project Obstacles <br />The PAWSD staff and consultants experienced some difficulties with the historical data <br />accumulation and growth projections.
