SOUTH PLATTE AND ARKANSAS RIUER BASINS ALTERNAT11/E <br />AGRICULTURE WATER TRANSFER SUSTAINABILITY GRANT <br />PROGRAM ~SB O1-122, WATER PROJECTS BILL) <br />PRELMINARY APPROACH <br />1.0 INTRODUCTION <br />There has been a great deal of research, study, investigations and talk in Colorado about how to promote <br />transfers between agricultural water users and urban water users which will result in sustainable agriculture <br />rather than the usual "buy and dry" deal. The goal of this project for which the grant is being sought is to end <br />the talk and to: <br />• actually implement a successful and practical transfer which will promote sustainable agriculture and <br />+ disseminate lessons learned in this project throughout Colorado in order to facilitate practical and <br />successful transfers that avoid "buy and dry". <br />This document provides a basis for developing an application from water owners, intended water users, and <br />stakeholders such as county governments to the Colorado ~later Conservation Board for funding a project to <br />advance agricultural transfers as alternatives to permanent agricultural dry-up in the South Platte and <br />Arkansas River basins under the C~1CB South Platte River and Arkansas River Basins Alternative Agriculture <br />~later Transfer Sustainability Grant Program authorized by SB07-122. This application requests funding for <br />a project which will provide: <br />• Deliverables to the applicants which will allow them to implement a practical and feasible agricultural <br />water transfer that will provide for continuing, sustainable agriculture, and <br />~ A Master Plan for water development in this study area that will serve as a template for other water <br />owners and intended water users to follow, which would allow for urban development while <br />preserving irrigated agriculture. <br />2.0 GRANT APPLICANTS <br />The grant applicants include: <br />• Colorado Corn Growers Association <br />~ Others to be determined <br />3.0 TH E STU DY TEAM <br />The Study Team includes: <br />• The law firm of Lind, Lawrence & Ottenhoff LLP: Kenneth F.
