To date, we have been attempting to organize water
owners, intended water users, and other stakeholders into a group that would serve as
co-applicants for the grant. ~XIe have been successful in developing a project proposal
that has generated much interest. In fact, the Colorado Ag ~Iater Alliance, in
cooperation with the Ag Council, intends to forward a letter of support for this project
after their next meeting on April 8th. In addition, the Colorado Corn Growers
Association has committed to being a co-applicant for a grant and will participate in the
matching funds requirement. ~1e are aggressively seeking additional applicants, and we
are confident that we will have a group of applicants assembled in the near future.
~XIe anticipate that our study will be similar to that described in the attached proposed
study approach. The goals of the study will be to establish firm operating protocols and
agreements for actually d~ alternative transfers for specific water owners and
intended water users and to identify engineering, legal, and institutional requirements
for a range of alternative transfer methods. The deliverables will be agreements and
protocols that can be used by other water owners and intended water users to transfer
water and a"handbook" for water managers to use in evaluating alternative methods of
water transfer. ~Ie anticipate that this project will cost from ~250,000 to $500,000
depending on the number of applicants in the group and the on the complexity of the
potentially applicable methods of water transfer sought by the applicants.
Environmental Engineer.r ~' Con.rultants
