Lile, f'E. <br />Director, CWCB <br /> <br />RE: Deauthorization of $250,000 Loan <br />SB 87-15 <br /> <br />Dear Ralph, <br /> <br />I request a letter from you, allowing us to deauthorize the above loan. I am making this request for <br />the following reasons: <br /> <br />I. The authorization is 10 years old, and has not been utilized. <br />2. The project has already been constructed with other funds, and the authorization can not legally <br />be used for any other purposes. <br />3. The interest rate on the authorization is 5%, while the current rate that is offered by the CWCB <br />for an agricultural project loan is just 4%. On a $250,000 loan amount, your existing <br />authorization would cost the District an additional $26,230 in interest during the life of the loan, <br />over the cost of a new application and authorization at the lower 4% rate. <br /> <br />Ralph, it makes sense for the District to let go of this old authorization, and to submit a new <br />application should you have a new water project you want to undertake. Our application process <br />has been streamlined, and we now have a sample format for Feasibility Studies (on computer disk if <br />you want) that I can send you. Small projects (up to $100,00 loan) can be approved at any CWCB <br />meeting (no special legislative approval required) so these projects can usually go to construction <br />within 4 months of our receipt of your application. <br /> <br />Please sign and return the attached letter allowing us to deauthorize your loan. The funds will be <br />placed back in our general account, and will be made available to others who wish to construct raw <br />water projects in the State. <br /> <br /> <br />Anachment: Draft lener <br />cc: Bill Stanton <br />D:/RioGrandeWCD.DIlr <br />
