the proprietary specifics needed to develop a particular plan, but into the public issues and concerns <br />which have been identified and will be identified. This work would assist and support the Super <br />Ditch project and the experience of Super Ditch development will increase interest in these generic <br />and public inquiries. In addition, the specific workshops will benefit all parties considering the <br />transfer of agricultural water to other uses. As public bodies, the Roundtable and its Committee <br />have interests in further knowledge and consideration of alternative transfers beyond a single <br />project, as well an interest in the successful completion of that particular highly-valued project. <br />Potential users have uniformly expressed concern with certainty of transactions, as economists and <br />lawyers would expect. (Please see Appendix for synthesis of institutional design principles drawn <br />from many sources and observations.) The critical implication for the development of alternative <br />forms of transfer is that without sufficient representation of affected interests, certainty is reduced <br />because of adverse impacts and costs imposed. <br />For Applications that include a request for funds from the Statewide Account, describe how the water <br />activity meets the Evaluation Criteria. (These seem useful for the present purpose.) <br />Promoting Collaboration and Cooperation: <br />a. The water activity addresses multiple needs or issues including consumptive and/or non- <br />consumptive needs, or the needs and issues of multiple interests or multiple basins. <br />b. The number and types of entities represented in the application and the degree to which the <br />activity will promote cooperation and collaboration among traditional consumptive water <br />interests and/or non consumptive interests, and if application the degree to which the water <br />activity is effective in addressing intrabasin or interbasin needs or issues. <br />The critical feature of tasks 1 and 2 is identifying needs and interests from voices not yet heard in <br />the water markets, and supporting the improvement and development of water markets as first <br />choice of means for cooperation and collaboration. Markets, when they work properly, provide <br />opportunity for all interests to be known, and that helps identify opportunities for cooperation and <br />collaboration. Markets that cannot consider all interests result in "externalities" or "third-party <br />impacts" and problems which often result in efforts to impose regulatory solutions or exactions. <br />These inquiries support maximizing use of the market as the first choice for private property <br />rights transfers. Please see rationale, below, for further description of the missing voices. This is <br />directly addressing the means of cooperation and collaboration between multiple needs and issues <br />and interests. <br />Organizations and interests involved will include, should they agree to participate, the major <br />ditch companies, the eight counties, and approximately 13 municipalities (depending on whether <br />they are represented by regional organizations such as Pike's Peak COG, and will to engage). <br />Facilitating Water Activit~plementation: <br />
