Part B. 4. Eligibility <br />c) Concept the only portion of this grant request for legal will be institutional for <br />establishment an entity for brokering the leases. The High Line Canal Co has made <br />arrangements to pay for the legal and engineering for the change of use, and exchange <br />cases on our water rights. The main portion of the grant will be technical to do the <br />engineering for the other canals change of use and exchanges. <br />Michelle Bazin of Mulliken Weiner Karsh Berg & Jolivet, P.C. Attorneys at law will <br />provide the legal frame work for the establishment of the leasing agent. <br />Ross Bethel of Bethel Engineering will be performing the analysis for the High Line <br />Canal Co. <br />Mark McClain of Deere and Ault Engineering will perform the in ditch analysis on all the <br />ditches. <br />Bruce Lytle of Lytle Water Solutions will perform the analysis for the other ditches. <br />Blaine Dwyer of Boyle Engineering will perform a pipe line analysis for delivery of <br />water from the Boone area up to the Front Range. The Study will look at pumping from <br />the Arkansas River alluvium from a well field. The depletions to the river will be <br />replaced by the High Line Canal at our augmentation station. <br />d) No funds to be used for preparations of a court case. <br />e) High Line Canal Co will provide 10% through our budget and pledge against <br />assessments. <br />
