Alternative Agricultural Water Transfer Methods -Grant Application Form
~a~~ary zoos
ensure that the project s#ays on schedule. CWCB staff will be welcome to attend any ofi these
mee#ings andlor provide input or questions in advance. The Lower District and Project
contractors will make a presentation of the Project upon completion to the CWCB Board or staff,
as desired.
7. Additional Information - If you would like to add any additional pertinent information please
feel free to do so here.
The proposed rotational lease-fallowing program under the Super Ditch Company, as
an alternative to historical current "buy and dry," has great potential for conserving the water
resources needed to sustain a productive irrigated agriculture in the Lower Arkansas River
Valley and to invigorate its rural communities. At the same time, the Super Ditch could
facilitate water transfers required to help meet demands along the growing f=ront Range
corridor. It also has been shown that controlled fallowing can be beneficial in its own right by
allowing use of land for crops not requiring irrigation, and by giving farmers the opportunity to
make improvements on their lands. This scheme can only succeed, however, if it can be
demonstrated that such water transfers can provide a reliable, year-round supply of water for
potential customers such as Colorado Springs, Aurora, and Northern El Paso County under a
variety of hydrologic conditions, but without damaging the irrigated stream-aquifer system.
Colorado water rights must be respected, the Arkansas River Compact must be complied with,
and water quality in the river must be adequately preserved.
The above statements are tr to the best of my knowledge:
Signature of Applicant: ~ /,I~
~'(~ __ °
Print Applicant's Name: Jay Winner
Project Title: Lower Arkansas Valley Super Ditch Company
Return this application to:
Mr. Rick Brown
Intrastate Water Management and Development Section
COLORADO WATER CONSERVATION BOARD
1580 Logan Street, Suite 600
Denver, CO 80203
To submit applications by Email, send ta: rick.brown(a~state.co.us
37
