This joint <br />effort has focused on legal impediments to municipal water leasing and the devleopment <br />of solutions to identified issues. <br />Preliminary engineering report for pipeline from Lower Arkansas Valley to northeast EI <br />Paso County. Boyle Engineering, under contract to Pikes Peak Regional Water <br />Authority, Lower Ark WCD, and Morley Investments, draft expected April 2ga8. This <br />engineering analysis was commissioned to look at the feasibility of combing four planned <br />pipelines into one pipeline. Specifically, PureCycle, Morley Investments and the Pikes <br />Peak Regional Water Authority, in addition to the Lower District for the Super Ditch <br />Company, plan pipelines to deliver water from the Lower Arkansas River to northeast Ei <br />Paso County. This study is to examine the feasibilty of a single pipeline project that <br />would meet the needs of all four entities, although it would include branches to serve <br />specific needs of the individual participants. <br />2. Study ArealService Area Description <br />The study arealservice area is generally the geographic area that is the subject of the proposed <br />program/project {include both the source of supply and location and type of new use}. The description <br />should include the following items: <br />a) A narrative description of the study arealservice area including: the county, the location of towns <br />or cities, topography, and locations of major surface and ground water features. <br />Source of supply. The study area for water leasing includes land irrigated in the Lower <br />Arkansas Valley from diversions from the Arkansas River from Pueblo Dam to Jahn <br />Martin Reservoir. The major surface water feature is the Arkansas River, and the major <br />ground water feature is the alluvium associated with the River. The area includes <br />irrigated portions of Pueblo, Otero, Bent, Crowley and Prowers counties. Principal cites <br />and towns within the area include Manzanola, Fowler, Rocky Ford, and La Junta. <br />Service area. The major surface water features in the service area include, in addition <br />to the main stem of the Lower Arkansas River to the confluence of Fountain Creek, <br />Monument and Fountain Creeks, and the South Platte River basin, including tributaries <br />from the east, from the foothills to Sand Creep. The major ground water features of the <br />service area are the Denver Basin aquifers, and the Upper Black Squirrel Creek <br />designated ground water basin. The service area includes portions of Pueblo, Pueblo <br />West, El Paso, Douglas, and Arapahoe counties, and the Cities and Towns of Pueblo, <br />Colorado Springs, Aurora, Monument, Fountain, and Palmer Lake, as well as <br />developed but unincorporated areas served by metropolitan, water and developer <br />districts, such as Academy Water and Sanitation District, Cherokee Metropolitan <br />District, Donala Water and Sanitation District, Triview Metropolitan District, Woodmoor <br />Water and Sanitation District, and the Morley Companies. <br />12 <br />
