Water Supply Reserve Account -Grant Application Form <br />Form Revised May 2007 <br />3. For Applications that include a request for funds from the Statewide Account, describe how the water activity <br />meets the Evaluation Criteria. See Part 3 of Criteria and Guidelines. <br />This section is not applicable as no funds are being requested from a Statewide Account. <br />4. Please provide an overview of the water project or activity to be funded including - type of activity, statement <br />of what the activity is intended to accomplish, the need for the activity, the problems and opportunities to be <br />addressed, expectations of the participants, why the activity is important, the service area or geographic <br />location, and any relevant issues etc. Please include any relevant TABOR issues that may affect the <br />Contracting Entity. Please refer to Part 2 of Criteria and Guidance document for additional detail on <br />information to include. <br />The Town of Walden Water Supply Improvment Project's purpose is to enhance the Town's diversion <br />capacity to 1.0 cfs from a new collection gallery adjacent to the Michigan River, to decree the Town's two <br />junior municipal wells as alternate points of diversion of the Hi Ho Ditch water right, to rehabilitate the <br />extisitng dam and diversion struture in the Michigan River and to change the use of the Town's Walden <br />Reservoir shares from agricultural to municipal and augmentation and obtain approval for use of these sabres <br />in a plan for augmentation. The collection gallery would also be decreed as a new point of diversion for the <br />senior Hi Ho Ditch from the Michigan River. The combined diversion capacity would be designed to divert <br />the 1.0 cfs decreed to the Town's current surface diversion facility under the Hi Ho Ditch which has a very <br />senior priority of 4/1/1885 for the North Platte basin and never has been called out by a downstream water <br />right. The current diversion structure from the river has declined in efficiency and cannot divert the 1.0 cfs <br />water right. It also diverts poor quality surface water in the late summer and fall that contains considerable <br />organic material that impacts the Town's water treatment plant and filtering system and affects the taste of <br />water. The two wells are decreed for municipal use but with junior priority dates of 1934 and 1959 and are <br />out of priority in most summers. The collection gallery would provide the ability to divert up to 1.0 cfs of <br />water from the alluvium of the river and to allow natural filtering of the water through the alluvial sands and <br />gravels, improving water quality. The two wells can also be used if necessary to divert the full 1.0 cfs and to <br />divert water in the winter months that will be warmer than the water diverted from the stream or the collection <br />gallery next to the stream. The Town had to restrict water use significantly in the drought year of 2002 <br />because water was not physically availabe from the river and the wells, even though its Hi Ho Ditch right was <br />in priority. By changing the use of the Town's Walden Reservoir shares and obtaining approval of a plan for <br />augmentation, the Town can use this water to augment its Hansen Park irrigation well and other wells if <br />needed by releasing water from Walden Reservoir to the Illinois River and the Michigan River below the <br />confluence with the Illinois River. This project would enhance both the physical and legal reliability of the <br />Town's water supply and allow it to meet its future water supply needs without the concern of having to <br />impose water use restrictions in the future. <br />5 <br />
