The Applicant, the Colorado Water Conservation Board ("CWCB"), and the Objector, Trout
Unlimited, stipulate and agree as follows:

1. Trout Unlimited agrees to the entry of a decree in this case that is no more restrictive
than the draft decree attached as Exhibit A.

2. This stipulation shall be binding upon the parties hereto, their successors, and assigns.

3. Trout Unlimited shall remain on the mailing list in this case and shall be provided with
a copy of any proposed ruling and/or decree in this matter.

4. This stipulation will be submitted to the Water Court for Water Division 5
