3 ~ a ~. <br />Task 104-109 -Administration Tools Workshop <br />Objective: <br />To evaluate administration tools, in order to recommend tools that more directly meet the <br />current and future needs of State of Colorado personnel. <br />Background: <br />The Colorado Water Rights Administration Tool (CWRAT) was originally developed <br />under the CRDSS project. Although this project focused on the Colorado River, it <br />became obvious that administration tools were needed primarily in the South Platte <br />Basin, and, in fact, earlier tools were in place before CWRAT was developed. Early <br />versions of CWRAT showed that one of the major benefits of the tool was its data <br />viewing capabilities. Consequently, these capabilities were later made available in <br />StateView and CWRAT was reconfigured to be an extension of StateView, adding only <br />the Administration menu. The primary administration tools in CWRAT are features to <br />set and edit calls, the Water Information Sheet (with the WIS builder), and the ability to <br />view real-time streamflow data, although this latter item is useful in general. Experience <br />has shown that there has been limited useal of the calls editor and WIS use has declined to <br />a small number of users. In the same time, enhancements to StateView and TSTooI now <br />offer advanced display features including display of real-time flow conditions as graphs <br />and as a summary map layer; display of current flow conditions, calls, and water rights, <br />on the WIS diagram; and use of configurable time series products (graphs). During this <br />time, the State IT group has made improvements in data entry tools, the web site, and <br />other tools. Rather than continue to invest. in administration tools that have a limited <br />number of users, it appears that the current tools need to be evaluated in order to <br />determine how best to make use of the current or enhanced features. Training may also <br />need to be a focus (see SPDSS Feasibility Study Tasks 165-171) in order to increase <br />usage. <br />Approach: <br />104.1 Administration Tools Workshop.. Prepare for and present a full day workshop <br />with key State of Colorado admini:>trative staff. The purpose of the workshop <br />will be to review current software <;apabilities, evaluate current user needs, <br />discuss current DWR TT plans, and. determine whether existing tools should be <br />abandoned, enhanced, or new tools developed. In particular, it is expected. that <br />the following topics will be discussed (in addition to others): <br />• What is the role of CWRA']C in setting calls? <br />• What is the role of CWRA']C and WIS in performing daily water <br />administration? <br />• What is the role of StateView/CWRAT in reviewing current river <br />conditions? <br />• How do CDSS and DWR data entry software efforts overlap? <br />
