.~ ~ ~ • Exhibit A-2 Scope of Work SPDSS Phase 4 Spatial System Integration Component July 11, 2006 A. Introduction This Scope of Work is for the Spatial System Integration Component of the South Platte Decision Support System (SPDSS) for Phase 4. The objectives of the Spatial System Integration Component for the SPDSS are as follows: 1. To maintain a comprehensive and consistent geographic information data infrastructure for use in the development of the SPDSS; 2. To refresh mapping and classifications of current land use, irrigated areas and irrigation service areas for both ground and surface water in the South Platte and North Platte River basins; 3. To visualize and disseminate understanding for SPDSS data, procedures, and utility; 4. To coordinate and share the Spatial System Integration investigations with the SPDSS users, SPDSS Advisory Committee, the State, and other SPDSS Contractors. Table 1 lists the activities for achieving these tasks under Phase 4. All tasks will be performed by the Spatial System Integration Component Contractor, Riverside Technology, inc. (RTi). 6. General • South Platte and North Platte River Basins. The terms South Platte and North Platte River Basins are used throughout this Scope of Work to describe the area included in the State Engineer's Water Division 1 (South Platte River basin, except for the Republican River drainage) and Water District 47 in Division 6 (North Platte River basin). This area is also referenced as "SPDSS Study Area" in the Scope of Work. • Study Period. The study period to be used for completing this Scope of Work is from Water Year 1950 through present. • .Memorandum Submittal Process. Technical memoranda will be prepared using standard SPDSS format provided by the State's Project Manager and used during SPDSS Phases 1, 2 and 3. Draft technical memoranda will be submitted initially to the State in electronic format. The State will have up to 6 weeks to review memoranda and provide comments and questions to the Contractor. The State's comments will be addressed and both paper copies and an electronic version of the final Memoranda will be submitted in six (6) paper copies as well as digital versions in MSWord and HTML formats. In general, technical memoranda will be included as appendices in the Contractor's final report(s). • Software for Spatial System Integration. The Contractor will use commercial GIS, image processing, and database software in developing and maintaining the spatial system. The Contractor owns and maintains most of the required commercial software licenses for use in its consulting projects. Special software acquired by the State under Phase 1 & 2 -- ArcSDE and MrSid data compression software -have proven to be critical and also will be used under Phase 4. Other special software is not anticipated for Phase 4, but if the need arises will be brought to the attention of the State.
