Draft technical memoranda will be initially submitted to the State in
electronic format. The State will have up to 6 weeks to review memoranda and provide
comments and questions to the CU contractor. The State's comments will be addressed and both
paper copies and an electronic version of the final Memoranda will be submitted. In general,
technical memoranda will be included in the final Historic Consumptive Use Report as
appendices.
Deliverable Formats
All deliverables will be consistent with the DSS design, including use of data structures,
formats, and standards that are being developed by the Database DSS team (e.g. all maps will be
provided in ArcView format). All deliverables provided under this Scope of Work will use DSS
standards for memoranda, reports, data, GIS, program documentation, etc.
Task 1 -Research and Identify Appropriate Study Period
Background:
The SPDSS Feasibility Study recommended a study period of 1950 to the current year based on
the availability of digitized streamflow and diversion records. This study period should be further
refined based on the data being digitized as part of the SPDSS and the long-term hydrology of
the basin.
Objective:
To identify the best study period to capture the variability in the hydrologic conditions which
have occurred in the South Platte and North Platte River basins while maintaining cost-effective
modeling efforts.
Approach:
1.1 Quantify the range of hydrologic events included (flood and drought events) in the
proposed 1950 to 2002 study period. The study period should include wet, dry, and
SPDSS Consumptive Use and Water Budget Component 3
