EXHIBIT C <br />Certification <br />SPDSS Phase 1 & 2 <br />Consumptive Use and Water Budget Component <br />September 16, 2002 <br />I hereby certify: <br />That I am a Principal and duly authorized representative of the firm of <br />Leonard Rice Engineers, Inc.; and <br />b. That the wage rates and other factual unit costs supporting the compensation to be <br />paid by the State for these professional services are accurate, complete, and <br />current; and <br />That I understand the original contract price and any additions shall be adjusted to <br />exclude any significant sums by which the State determines the contract price had <br />been increased due to inaccurate, incomplete, or non-current wage rates and other <br />factual unit costs; and <br />d.
