Task 52 -Provide Technical Guidance and Review of GIS Land Classification and
Attributes
Background:
The irrigated acreage and tie to water source is the basis for the historic consumptive use
analysis. This task will provide the necessary review, coordination, and communication between
the GIS and Consumptive Use contractors in order to ensure that the necessary data is being
developed for the consumptive use analysis tasks outlined below.
Objective:
To aid the GIS contractor in determining the extent and character of irrigated lands in the South
Platte and North Platte River Basins by providing technical guidance and review of work
products. Provide the GIS contractor with key structure list information, developed in Task 3
and crop categories by geographic area, developed in Task 54. Review intermediate and final
2002 irrigated acreage coverage and key structure service area assignments.
Approach:
52.1 Coordinate with the GIS contractor and provide technical guidance during the
development of the 2000 irrigated acreage coverage, by reviewing up to two draft
coverages and the final coverage. Provide summaries of crops by geographic area and
crop type categories to use in characterizing irrigated lands. Review key structure service
area and associated acreage designations by comparing general estimated irrigation
requirements to historic diversion and available pumping estimates. When possible,
assist the GIS contractor with refining service areas during the interviews required for
Task 3. Up to eight (8) full-day meetings are anticipated over two-years.
Deliverables:
52.1 A memorandum that documents the results and recommendations based on two technical
reviews of intermediate 2000 irrigated acreage coverage and key structure service area
coverage, and a technical review of the final 2000 irrigated acreage coverage and key
structure service area coverage.
Tasks 53 and 72 -Collect and Fill Missing Climate Data and Assign Climate Stations to
Irrigated Acreage
Background:
Climate data will be used to estimate historic crop consumptive use in Division 1 and Water
District 47. The Blaney-Griddle evapotranspiration method, which is the current method used
for consumptive use analysis in the CDSS, requires monthly temperature and precipitation data.
Other monthly or daily methods, such as the Kimberly Penman method, may be added to the
SPDSS and require climate information such as wind speed, solar radiation, and vapor pressure.
This data is generally available from sources other than NOAA, and not currently stored in
HydroBase for Division 1. Evaporation data, used to determine reservoir evaporation for both
SPDSS Consumptive Use and Water Budget Component l0
