• Provide data and models to evaluate alternative water administration strategies which can <br />maximize utilization of available resources in all types of hydrologic conditions. <br />• Be a functional system that can be used by decision-makers and others, and be maintained and <br />upgraded by the State. <br />• Have the capability to accurately represent current and potential Federal and State administrative <br />and operating policies and laws. <br />• Promote information sharing among government agencies and water users. <br />The CRDSS will consist of databases and models which will provide improved data and decision making <br />capability for many critical Colorado River planning, administrative and operational issues. The CRDSS is <br />centered around databases containing historical information on streamflow, climate and water uses, as <br />well as tabulations of water rights and water management policies. Data are keyed to locations in the river <br />basin using a geographic information system. This computer-based system will allow decision makers to <br />access water resource data and to simulate potential decisions and policies, and examine potential <br />consequences related to the following: <br />Interstate Compact Policy, including evaluation of alternative reservoir and river operating <br />polices, determination of available water for development, and maximization of Colorado's <br />apportionment. <br />Water Resource Planning, including development and use of a water resource planning model <br />(i.e. new projects, water exchanges, operating plans) and evaluation of impacts of instream flow <br />appropriations (e.g., endangered fish flow, minimum flows). <br />Water Rights Administration, including optimization of water rights administration, on- line <br />sharing of information between water users, and administration of water rights within compact <br />allocations (i.e., alternative strategies of administration which will enable the maximum use of available <br />resource). <br />cwt <br />n~ <br />V <br />^ Madels <br />III. COLORADO RIVER DECISION SUPPORT SYSTEM PROJECT <br />PROJECT ELEMENTS <br />Colorado River Decision Support System (CRDSS) project elements have been organized into work tasks <br />that, when completed, will dovetail into a computer system which fully addresses the original goals. To <br />achieve an effective, user-oriented CRDSS, the development team will focus on five critical elements. <br />
