Glossary of CDSS Terms <br />Abandonment <br />The loss of a water right based on the coexistence of the intent not to use the right with actual nonuse <br />of that water right. (Rice (1991)) <br />Absolute Water Right <br />A water right that has been perfected and placed to beneficial use. (Rice (1991)) See also conditional <br />water right. <br />Acre <br />An area equal to 43,560 ft^2. <br />Acre-Foot <br />The volume of water required to cover 1 acre of land to a depth of 1 foot; 325,850 gallons or 1233.5 <br />cubic meters. One acre-foot supplies a family of four for about one year. (Rice (1991)) <br />Adjudication <br />Ajudicial proceeding in which a priority is assigned to an appropriation and a decree issued defining <br />the water right. (Rice (1991)) <br />Administrative Procedures <br />Proceedings before an officer of the executive branch of government as distinguished from <br />proceedings before the judicial branch of government. (Rice (1991)) <br />AOP <br />Annual Operating Plan. The general term used to describe the 24 month plan prepared by the USBR <br />indicating the projected operation of the Colorado River Reservoirs (AOP). <br />AOP is also the name used for the Annual Operating Plan model being implemented for the CRDSS. <br />This is a 24 month study model version of the CRSM. <br />Appropriation <br />The diversion of a certain portion of the waters of the state and the application of same to a beneficial <br />use (under certain conditions an appropriation for instream flow or minimum lake level maintenance <br />may be accomplished without the act of diversion and application to beneficial use). (Rice (1991)) <br />ARC/INFO, Arclnfo <br />ARC/INFO is a GIS designed by the Environmental Systems Research Institute. For more information <br />[Click Here], or see bibliographic reference [ESRI (1992)]. <br />ASCII <br />American Standard Code for Information Interchange. A standard computer code used to facilitate the <br />interchange of information among various types ofdata-processing equipment. The code defines the <br />numerical representation of characters. <br />Base Flow <br />A base flow is similar to a natural flow; however, base flow is calculated by adding back only key <br />diversions to the recorded stream gages. In other words, base flows are not truly natural flows in that <br />"minor" diversions are left in the gage. <br />Basin Rank <br />A number used in Colorado by the state engineer in the tabulation of decreed water rights to indicate <br />the relative standing of a decreed right with respect to all other decreed rights withing a water division. <br />(Rice (1991)) <br />Beneficial Use <br />The use of that amount of water that is reasonable and appropriate under reasonable efficient <br />practices to accomplish, without waste, the purpose for which the diversion is lawfully made and <br />without limiting the generality of the foregoing, shall include impoundment of water for recreational <br />purposes, including fishery or wildlife. (Rice (1991)) <br />BESTS M <br />Boyle Engineering STream Simulation Model (Boyle (1992)). <br />BRM -Big River Model <br />The basin simulation model used to perform water balance operations in the Colorado River Basin <br />taking into consideration compact policy analysis. For the CRDSS, this is currently the CRSS. <br />
