January 2003 <br />Another year's come and gone, and Colorado's <br />Decision Support Systems are still growing and <br />improving. This annual report for CDSS, the <br />water management system developed by the <br />Colorado Water Conservation Board (CWCB) and <br />the Colorado Division of Water Resources (DWR) <br />covers the following topics: <br />• Purpose of Colorado Decision Support Systems <br />(CDSS) <br />• Administration and Use of CDSS <br />• Legislative History of CDSS <br />• Accomplishments of CDSS in the past year <br />• Goals for 2003 <br />CDSS Purpose <br />The purpose of the CDSS water management <br />system is to assist water users and managers to <br />make timely, informed decisions regarding historic <br />and future use of water. CDSS has achieved the <br />following goals: <br />• Develop accurate, user-friendly databases that are <br />helpful in the administration and allocation of water <br />of the State of Colorado <br />• Provide data and models to evaluate alternative <br />water administration strategies, which can <br />maximize utilization of available resources in all <br />types of hydrologic conditions <br />• Be a functional system that can be used by decision- <br />makers and others and be maintained and upgraded <br />by the State <br />• Have the capability to accurately represent current <br />and potential federal and state administrative and <br />operating policies and laws. <br />• Promote information sharing among government <br />agencies and water users <br />CL~b'b' provides a key component to the planning proc <br />associated with fichcre water construction project in ColorG <br />Currently, before any CI~CB construction loans can be gig <br />the applicant(s) complete the water supply component c <br />feasibility report. In addition, the CDSS system allows CTS <br />staff to quickly and accurately evaluate the feasibility offui <br />water projects. The net result is less startup cost, t <br />savings, and a consistent approach to water supply stacdies. <br />CDSS Components <br />Snrf are Water <br />CDSS Coverage <br />Major portions of the CDSS database cover the <br />entire state. However, a complete system, <br />including data, tools and models, currently <br />includes the Colorado (green) and Rio Grande <br />(blue) basins. In addition, work has begun on the <br />South Platte basin (red) system.
