<br />been released evaluating the COE process for determining the validity of <br />models. The circular outlines creating Centers of Expertise for various <br />topics. He's not sure yet how it's going to affect the Chatfield project-his <br />argument is going to be that since mitigation is a 100% non-federal funded <br />activity that it should not go through the rigorous standards that other <br />projects would go through. He is going to try and minimize the level that <br />the Center of Expertise has to be involved. <br />. Eric still wants to be very clear and transparent on how the models were <br />created. He can't speculate on the cost if Chatfield ends up having to go <br />through the certification process but added that there are some projects <br />he's seen that have spent in the $60,000 range to gain certification. That <br />is a project cost so it would be a 50/50 cost share. <br />. If the models involved in the Chatfield project have to be certified it would <br />take place before the Draft goes out. <br /> <br />8) Discussion Item: Seismic Studies <br />. Eric reported that the Chatfield Seismic Study is moving ahead. A draft of <br />the Ground Motion Study is at the COE for review. It is being reviewed by <br />the ITR team right now. <br />. The ITR team is determining whether or not the intake structure on the <br />dam is critical or not. Eric said that typically if a dam is located upstream <br />of a large population such as Denver could be rated critical. If a structure <br />is determined to be critical a calculation is made and ran through the <br />model. <br />. The COE specialists are working on the ground motion number from a <br />geotechnical and structural standpoint. The model will be put together <br />within a month. Headquarters is involved through vertical teaming but the <br />main decision will come from the geotechnical and structural group. <br />. Eric said that he has an optimistic point of view on the Chatfield Seismic <br />Study. A conference call that he led a month ago with the structural <br />seismic lead seemed to reiterate that there should not be a critical <br />structure at Chatfield. <br />. The COE specialists are also working on the "Concept of Joint Probability" <br />calculation. That encompasses the possibility of an earthquake and a <br />maximum flood at the same time. Eric pointed out that this is very small <br />probabi I ity. <br />. Kent Wiley (Audubon Society of Greater Denver) asked if the COE is <br />considering the possibility of an earthquake that takes out Cheeseman <br />and Strontia Springs Reservoirs (upstream of Chatfield). Eric answered <br />that he knows the study looks at the location of earthquakes in relation to <br />Chatfield but he doesn't want to speculate on any of the specialists' <br />findings. <br />. Eric is hoping to see results on all the seismic issues around the same <br />time as some of the other elements come together in the July. <br /> <br />6 <br /> <br />Tetra Tech <br />
