<br />. Ann asked if the appendices will be released with the Draft so the public <br />can see how all conclusions are drawn. Gary reminded the group that all <br />the completed appendices are on the FTP site now for Cooperators to <br />look at and they will be going out with the Draft. <br />. The Conceptual Environmental Mitigation Plan has been submitted to the <br />COE. Eric has provided comments, and the Corps, Tetra Tech, and ERO <br />have had several conference calls to discuss the comments. The main <br />items that need to be added are the Incremental Cost Analysis, and the <br />approach for quantifying habitat units. ERO Resources is currently <br />examining habitat units and the plan is to have this complete by the end of <br />July. <br />. Mary Powell (ERO Resources) said that Eric brought up that there is a <br />new certification process for any models that are created as part of the <br />Mitigation Plan. The COE has a new directive to certify that all models are <br />meeting certain standards. Gary is not sure if that will affect the overall <br />schedule but hopefully it will not hold anything up. The group will ask Eric <br />about this when he arrives at the meeting. <br />. Steve Dougherty (ERO Resources) reiterated that the certification is a <br />very new process so they are not sure about the length of time it will take. <br />They want to get as much expertise as possible for input on each habitat <br />unit (birds, wetlands, Preble's). They are working on compiling a list of <br />who attended the planning meetings and concurrence from the agency <br />experts with a resume for each attached. He is hoping this will speed up <br />the Corps' model certification process. <br /> <br />4) Project Schedule, Budget, and General Updates <br />. Tom B. said that at the latest Coordination Meeting that a $100,000 <br />budget for Chatfield was approved. This is the amount needed to balance <br />the 50/50 cost share with the COE. It will be used for COE internal <br />purposes to keep them moving. The funding for Tetra Tech is already <br />taken care of. <br />. Chapters 1 and 2 will be given to the COE ITR team in the near future. <br />. Rick asked if the State Agencies could submit their comments during the <br />public comment period. Tom B. replied no-the State's comments will be <br />issued on the Preliminary Draft and before the draft goes to the public. <br />Dave added that they want to comment on the Preliminary Draft so any <br />internal disagreements or discussions are not taking place in public. <br />. Tom B. added that because the CWCB is considered a cooperator in the <br />FR/EIS they will complete a separate review from the Department of <br />Natural Resources (DNR). The DNR comments will be broad-the CWCB <br />comments will be more specific. <br />. At this point in the meeting, Eric arrived from the airport and the <br />discussion shifted to the points listed in agenda item three. <br /> <br />3 <br /> <br />Tetra Tech <br />
