Chatfield Reallocation FRlEIS Study Meeting
Tetra Tech Conference Room, Lakewood, Colorado
Thursday, June 5, 2008: 9:00 am - 11 :30 am

1) Introductions and Welcome
. Eric Laux (CO E) was delayed at the Omaha airport due to severe weather
conditions. Tom Browning (CWCB) moved the meeting agenda around to
accommodate Eric's late arrival (-10 am).

2) Recreation Analysis
. Dave Geiger (Colorado State Parks) is working with BBC Research on a
recreation survey-they need additional background data to get more
specific about Chatfield users. They are waiting for EDAW to finish their
work on facility locations. Both studies are about one month behind. The
lead at EDAW had some health problems and this has slowed progress.
. The COE requirement that facilities be located 10 feet above the 10-year
flood pool elevation of 5,443.7 ft msl is creating issues for relocations. All
buildings are currently built around the 5,432 ft msl pool. Some facilities
would be across Wadsworth if they were moved laterally. Most facilities
will have to be built up. Dave is meeting with EDAW today to start
developing a plan at Chatfield. Dave is anticipating a 30-50% increase in
the cost of replacing buildings.
. A major cause of concern is the main road that crosses the South Platte
River within the park. Building up the road elevation creates aesthetic and
structural issues.
. Rick McLoud (Centennial WSD) asked Dave about the contract schedules
for BBC Research and EDAW. Dave answered that BBC Research is
contracted to have their study complete at the end of June. EDAW's
timeframe is the end of July. However, because BBC Research is now
waiting on EDAW, a contract modification may have to happen and they
would both be done in July. The end of July is now the goal for both
studies.
. Question from Rick to Dave: is the EDAW work going to be reviewed by
any entities that would know if the choices they make are the best for
Chatfield? Dave said that the COE reviewed the initial documents given
to EDAW to develop cost estimates and engineering ideas. The EDAW
report will be concepts that may be used-once the work begins
conditions could change.
. Dave added that the EDAW report was funded primarily through the
CWCB and Cooperators-they will need to decide on a review process.
. The EDAW contract specifies that they are not upgrading the existing
buildings-they are only replacing what is already there. Facilities
"betterment" under the Cost Share agreement would be on the State's
budget.

1

Tetra Tech
