- municipal lawn irrigation <br />• Need to investigate the relationship between crop water use and crop yields <br />• Need of localized crop coefficients for consumptive use methods <br />• Need to include the following functionality in crop consumptive use calculations: <br />- high altitude crop coefficients or altitude adjustment <br />- method for determining application depth <br />- Kimberly-Penman method <br />- specific CU features currently being used by basin water users <br />• Need for better understanding for specific ditch systems of how crop demands are satisfied <br />during dry, average, and wet years <br />• Need for better understanding of water use efficiencies to assist in understanding how <br />irrigation practices affect consumptive use and available return flows <br />• Need a tool interface for consumptive use analysis that: <br />- is GIS-based <br />- is easy to use <br />- has easy to understand file management <br />- includes access to Penman-Monteith calculation method <br />• Need of a tool for estimation of lake evaporation <br />• Need to include in consumptive use tool a consumptive use based procedure for estimating <br />groundwater pumping to provide a comparison with other methods currently used by basin <br />water users for estimating groundwater pumping <br />• Need to access extent of sub-irrigation for ditch systems <br />2.7 WATER BUDGET NEEDS <br />Water budget analysis was included in the RGDSS in order to better understand the interactions of <br />various water uses and the hydrologic cycle, as well as to serve as a "reality check" on intermediate <br />modeling results during the DSS implementation. These same functions will be useful to the <br />SPDSS. Specific needs for development of a water budget analysis in the South Platte River basin <br />include a need to provide historic basin-wide and sub-basin water budgets to understand the <br />interactions among various water uses and sources and how these interactions have changed over <br />time. The water budget should include: <br />• Gaged and estimated surface and estimated groundwater inflows (including precipitation <br />and basin imports) <br />• Gaged and estimated surface and estimated groundwater outflows <br />• Changes in surface and groundwater storage <br />• Crop consumptive use <br />• Other non-crop consumptive uses (e.g., municipal) and reservoir losses <br />p:data\gen\spdss~final report\chapter 2.doc 2-c~ <br />October 31, 2001 <br />
